Malawi Revenue Authority (MRA) acting Commissioner General, Roza Mbilizi, has been embroiled into a corruption and tax evasion scandal involving her own biological brother and a Malawian business magnet of Asian descent, Nyasa Times can reveal.

According to an insider and a whistle-blower, the beleaguered MRA’s stand-in boss, Mbilizi, a close ally of Malawi’s Fist Lady, Gertrude Maseko-Mutharika, is at the centre of controversy after she and her brother, a Mr Fatch are reportedly involved in acts self-aggrandisement with a business tycoon, an Asian businessman and owner of Kango Wholesalers in Limbe.
Information reaching Nyasa Times indicates that Mbilizi’s brother, a Mr Fatch, working on instructions from his sister, clear containers and truckloads of batteries through Muloza border at 45 percent less the normal price and pockets the rest which she shares the loot with his sister.
“We are tired of aiding and abetting Rosa and her brother cheating the system. This country belongs to all of us. Some people must not take advantage of positions in order to self enrich themselves,” said the source.
“The government is losing millions of Kwacha’s in that manner, while only a few Malawians and the Asians enjoy the fruits of our hard labour. I challenge that she (Rosa) is investigated alongside her brother,” said the whistle-blower,
The whistle-blower divulged to Nyasa Times that Mbilizi and her brother also clears fabric (Chitenje) for the Asians at a very low charges thereby contravening Section 46 of the VAT Act (Cap 42 : 01.
“Rosa (Mbilizi) who has of late been talking tough against tax invasion and corruption is herself not a good example and she does not do what she preaches. It is no secret that she is involved in shady deals and that her brother runs her errands. Ask anybody at Muloza border and they will tell you what is happening. She is self enriching herself while on the other hand playing holier than thou,” said an MRA employee who pleaded not to be identified for fear of reprisals.
The country’s tax collector organisation, MRA, is heavily rocked in scandals and its reputation dirty and soiled as most of its workers are enmeshed in corruption scandals especially with the rich Asians, Nigerians and Burundians.
Said the whistle-blower: “There is a syndicate between Rosa, her brother (Mr Fatch) and owner of Kango wholesales in Limbe. Fatch routinely clears batteries through Muloza boarder at 45% less and that zitenje/fabric supposed to be cleared at $3.25 FOB (FOB – Free on Board - this basically means that the cost of delivering the goods to the nearest port is included but you, as a buyer, you are responsible for the shipping from there and all other fees associated with getting the goods to your country or address) are cleared at $1.
“Normal bicycles are duty free and mountain bikes are duty payable. She and her brother clear mountain bikes at 60%. Mr Fatch is a conduit of his sister’s (Rosa Mbilizi nee Fatch) clandestine operations. He is the one who collects the money,” said the whistle-blower.
There has been a lot of infighting at MRA, especially people fighting for the top spot and Nyasa Times earlier exclusively reported that Thom Malata has been earmarked and pencilled in to take over the mantle as the head but his appointment is moving at a snail’s pace as he still awaits confirmation.
